Vice Minister of Employment and Labor Lee Gi-gwon and Vietnamese Minister of Labour, Invalids and Social Affairs Pham Thi Hai Chuyen held a bilateral meeting between the two Ministries in Hanoi, Vietnam on April 23rd. At the meeting, they signed a Letter of Arrangement between both countries concerning the provision of policy advice on the establishment of Vietnam’s employment legislation.
Vice Minister Lee Gi-gwon said, “With the signing of this arrangement, Korea will upgrade its framework for cooperation with Vietnam and thus actively help Vietnam to establish employment legislation by sharing its legal and institutional information and policy experiences with Vietnam in the areas of employment policy, vocational skills development, job placement and employment insurance.
The arrangement signed this time, unlike existing ones aimed at providing equipment, represents the first time Korea’s employment and labor policy has been directly exported overseas.
It is expected to promote the fostering of ODA experts specializing in employment and labor and the expansion of young talents and retired professionals into the field of ODA.
The policy advisory project pursued under the arrangement is a response to the active request made by the Vietnamese government which wants to use Korea’s employment policy and system as a benchmarking model.
The Vietnamese government has been working to create separate employment legislation by modifying its existing Code of Labor and bringing together employment-related legal provisions.
After examining employment policies in advanced countries, such as OECD member states, it adopted Korea’s employment policy and system as a model for implementing the new employment legislation.
