				<content:encoded><![CDATA[<p>The United States is the only advanced economy that does not guarantee its workers any paid vacation time, according to a new review of international labor laws by the Center for Economic and Policy Research (CEPR). As a result, almost 1-in-4 Americans do not receive any paid vacation or paid holidays, trailing far behind most of the rest of the world&#8217;s rich nations.</p>
<p>The report, No-Vacation Nation Revisited, is a comprehensive review of the latest available data on international standards for paid vacation and paid holidays.</p>
<p>Workers in the European Union are legally guaranteed at least 20 paid vacation days per year, with 25 and even 30 or more days in some countries. Canada and Japan guarantee at least 10 days of paid vacation per year. U.S. workers have no statutory right to paid vacations.</p>
<p>“The United States is the only advanced economy in the world that does not guarantee its workers paid vacation days and paid holidays,” said John Schmitt, senior economist and co-author of the report. “Relying on businesses to voluntarily provide paid leave just hasn’t worked.”</p>
<p>The gap between paid time off in the United States and the rest of the world is even larger when legal holidays are included. U.S. law does not guarantee any paid holidays, but most rich countries provide between 5 and 13 per year, in addition to paid vacation days.</p>

<p>&#8220;When the Royal Bank of Canada was recently caught up in a maelstrom of bad publicity over its use of temporary foreign workers, it led politicians and pundits to scrutinize and question the growing use by Canadian firms of imported, short-term labour&#8221; <strong>Kevin McQuillan</strong> in <em><strong>ALL THE WORKERS WE NEED: DEBUNKING CANADA’S LABOUR- SHORTAGE FALLACY</strong></em> <span style="text-decoration:underline;">(Adapted chosen excerpts by Job Market Monitor to follow).</span></p>
<p>The Royal Bank was accused of misusing a system designed to help employers who could not find Canadian workers by using it, instead, to find cheaper foreign labourers to replace higher-cost Canadians. But the incident raises a bigger question than simply how one bank makes use of Canada’s Temporary Foreign Worker Program (TFWP): Whether the program is, in fact, interfering with the natural supply and demand responses of the labour market. And if we want to make better use of available Canadian labour, the time has come for the federal government to start cutting back on the use of TFWP.</p>
<p>The number of admissions under the TFWP has nearly tripled in 25 years, from 65,000 to 182,000 in 2010. The primary justification for the expansion of the program has been the<strong> widespread assumption that Canada is suffering from a growing shortage of labour</strong>. Yet, it is hard to find any evidence to support this belief.</p>
<p>What Canada is arguably facing is a <strong>widening imbalance between the skills that the labour market demands and the skills that workers are equipped with</strong>, as well as <strong>between where the jobs are and where available workers live</strong>. There are looming worker shortages in certain sectors while other sectors have an overabundance of available workers.<strong> Improving the balance in the labour marketplace does not require an increase in the labour supply</strong>. Indeed, the TFWP is sometimes being used to fill jobs with foreign workers in regions that already suffer from relatively high unemployment rates. Temporary Foreign Workers could be distorting the labour-market forces that would bring together more Canadian workers and jobs.</p>

<p>The data in Figures 3 and 4 on job vacancies provide additional insight. The figures on job vacancies are based on the responses of employers surveyed by Statistics Canada. Employers are asked to report the number of vacant positions in their organization on the last business day of the month. The data on unemployment come from the monthly Labour Force Survey and show the number of persons who are not currently employed but are actively seeking work. The results point to significant differences between industries and across regions in the demand for workers. The data in Figure 3 point to potential shortages in areas such as health care, as well as in professional, scientific, and technical services; many of the jobs in the latter category are linked to mining and the oil and gas sector. At same time, there appears to be a significant oversupply of workers in other industries, most notably in educational services and arts, entertainment and recreation. For education, in particular, there are more than 10 unemployed persons for every available position. Narrowing the focus from industries to specific occupations,</p>

<p style="display:inline!important;">Benjamin Tal in “The Haves and Have Nots of Canada’s Labour Market”  identifies 25 occupations where skill shortages are evident. Tal notes that employers may often allude to shortages in various occupations when asked in a survey. He argues, however, that a true shortage will cause employers to respond by increasing wages to attract qualified applicants. In his list of occupations with significant skill shortages, he includes only occupations with “rapidly rising wages and low or falling unemployment.” The three leading groups of occupations in this list are managerial positions, professional positions in health care and the sciences, and skilled trades in primary industries. By contrast, clerical jobs, skilled and semi-skilled positions in manufacturing and services, and teaching positions showed clear signs of oversupply.</p>

<p>Not surprisingly in light of the persistent regional differences in unemployment rates, the job vacancies data, shown in Figure 4, also point to pronounced regional differences in the demand for labour, with the western provinces showing low ratios of job-seekers to vacancies, while the eastern provinces have higher ratios. Overall, the evidence suggests that Canada faces an imbalance in the labour market, evidence of specific excess demand rather than a generalized excess demand for labour.</p>

<p>What can we conclude then about labour shortages in the Canadian economy? As Canada emerges from the great financial crisis, it seems clear that important sectors of the Canadian economy are struggling to fill vacancies in key positions. This is a pressing issue not only for businesses looking to hire, but for the economy as a whole. At the same time, there is no evidence of a general labour shortage in the Canadian economy that requires dramatic efforts to increase the supply of labour. The longer-term picture is harder to evaluate. Canada will certainly face a decline in the rate of labour-force growth as the baby boom generation retires, but this is unlikely to result in a general labour shortage. Rather, the country is likely to face two on-going challenges in the labour market. First, like other advanced economies, Canada will need to compete for top talent, especially in management, science and technology.</p>

<p>Second, as sectors of the economy rise and fall, there are likely to be temporary shortages in various industries. These are both important concerns, but the strategies needed to respond to these challenges are different from what might be required in the case of a general labour shortage.</p>

<p>A strategy is needed to better equip Canadian workers with the education, training and skills that employers are looking for, and to find ways to better mobilize unemployed workers from regions with lower demand for workers, to provinces with a greater need for workers.</p>
<p><strong>With no evidence that any increase in immigration is necessary,</strong> Ottawa should consider holding the current immigration rate steady, and re-evaluate only when the business cycle warrants — possibly returning to the disused policy of increasing immigration rates in boom times, but lowering them during slower economic periods. Admissions under the Temporary Foreign Worker Program should be reduced, and provinces should bring some influence to bear on universities and colleges to align their programming, and the incentives to draw students into certain programs, more directly with labour-market needs.</p>

<p><strong>It is puzzling, indeed, to see a significant influx of relatively low-skill temporary workers into regions with high rates of unemployment</strong>. Figure 7 shows the number of unemployed in New Brunswick from 2002 to 2012 as well as the number of foreign workers in the province on December 1 of each year. Aside from a dip in the years prior to the beginning of the recession, the number of unemployed has remained fairly constant between 35,000 and 40,000. Despite this, the number of temporary foreign workers has grown steadily, and more than 2,800 foreign workers were recorded as present in the province on December 1, 2012. While the focus of the debate about immigration and the labour shortage usually focuses on permanent admissions, the growth of the Temporary Foreign Worker Program makes it imperative that it be considered in any analysis of the usefulness of immigration as a solution for the country’s labour needs.</p>

				<content:encoded><![CDATA[<p>Painting a buoyant picture of the Indo-U.S. trade ties, Jennifer McIntyre, Consul-General of the U.S. Consulate General in Chennai, has said the bilateral trade in goods and services between the two countries has increased by four-and-a-half times in the last decade.</p>
<p>Addressing members of the Federation of Karnataka Chambers of Commerce and Industry (FKCCI) here on Thursday as part of an initiative titled ‘Doing business with the U.S.’, Ms. McIntyre pointed to statistics showing trade between the two countries is on an upward trajectory. “Trade between the two countries is expected to cross $100 billion and economic ties are at an all-time high. American firms generated 3.55 lakh jobs in India between 2007 and 2011, and India is the fourth fastest growing source of foreign direct investment (FDI) in the U.S.”</p>
<p>According to her figures, U.S. exports to India have gone up by four times and exports to the U.S. from India have gone up by 1.8 times. She said that despite these encouraging developments, India was still only the 13th largest trading partner for the U.S. “Given the size of our economies, we have enormous untapped potential before us,” she said.</p>

				<content:encoded><![CDATA[<p>A common notion circulating inside and outside Spain is that over half of young Spaniards (aged 16-24) are unemployed –a ‘fact’ which furthers the image of deep crisis in Spain. The world’s most prestigious media report on such youth unemployment with alarm, contributing to this new ‘Black Legend’ of Spanish failure. The truth, however, is that only 22% of 16-24 year olds are unemployed. That is just over a fifth, while the vast majority are studying or working.</p>
<p>So where does this figure of 50% come from? From Eurostat, the European statistics agency. It uses two measures of youth unemployment: one is calculated on the basis of all young people (this so-called unemployment ‘ratio’ gives the 22% figure) and the other on the basis of those in the labour force, ie, actively employed or seeking employment. It is the second formula (or unemployment ‘rate’) which puts Spanish youth unemployment at 55%. This formula makes sense among adults, especially men, practically all of whom are likely to work or seek work until retirement age. But applying it to an age group where most people are still in education or training distorts its meaning, even if it sheds some light on the subject. The problem is that Eurostat only publicises the second figure and not the first.</p>

				<content:encoded><![CDATA[<p>The German government on Wednesday (22 May) announced a series of conferences and bilateral programmes to help youngsters from Spain, Portugal and Greece find a job, as regional statistics show 17 times more unemployed youngsters in northern Greece compared to Bavaria.</p>
<p>According to the EU&#8217;s statistical office Eurostat, youth unemployment in the northern-Greek region of Dytiki Makedonia stood at 72.5 percent in 2012, followed by the Spanish regions of Ceuta (70.6%) and Canarias (62.6%).</p>
<p>At the opposite end of the scale were the German regions of upper Bavaria (4.2%), Tuebingen (4.5%) and Freiburg (4.8%).</p>
<p>The average youth unemployment rate among all 27 EU countries stood at 22.9 percent in 2012 and over a fifth of these 15-24 year olds were out of a job for over a year, Eurostat said.</p>
<p>&#8220;Europe&#8217;s actions in fighting youth unemployment will decide about the legitimacy of the European project,&#8221; German finance minister Wolfgang Schaeuble said in a press conference in Berlin.</p>

<p>Fewer Americans than projected filed applications for unemployment benefits last week, a sign that the job market is sustaining recent gains&#8230;</p>
<p>Falling dismissals could lay the groundwork for a hiring pickup should the economy be able to overcome the federal budget cuts that are projected to curb the expansion. Federal Reserve Chairman Ben S. Bernanke yesterday said the job market is still weak, one reason why policy makers will continue buying bonds in a bid to keep interest rates low and spur growth.</p>
<p>“Some of the encouraging news on the economy has been initial claims, they haven’t made a definitive move higher,” said Ryan Sweet, senior economist at Moody’s Analytics in West Chester, Pennsylvania. “The hiring has been the missing piece.”</p>

				<content:encoded><![CDATA[<p>Car manufacturer Ford announced today it will stop making vehicles in Australia in 2016 and axe 1,200 jobs, having produced its first car in the country in 1925.</p>
<p>Ford Australia chief executive Bob Graziano made the announcement as he revealed a loss of 141 million Australian dollars ($136 million) after tax in the last financial year, with losses of 600 million Australian dollars over the last five years.</p>
<p>&#8220;Unfortunately we will cease our manufacturing operations in October 2016. As a result, approximately 1,200 jobs will become redundant when those sites close,&#8221; he said.</p>
<p>Mr Graziano said the decision was the result of local manufacturing being &#8220;driven by increasingly challenging market conditions &#8212; including market fragmentation and the high cost of manufacturing&#8221;.</p>
<p>The jobs will go at Ford&#8217;s Broadmeadows and Geelong manufacturing plants in Victoria state, which will close.</p>
<p>&#8220;We know this announcement is very difficult, especially for our employees,&#8221; Mr Graziano said .</p>

Sweden accepted 44,000 asylum-seekers in 2012, up by nearly a half from a year earlier. Among industrial countries, it has the second-largest amount of asylum-seekers relative to its population, according to U.N. figures. Sweden prides itself on treating them well, offering them benefits and housing as well as free Swedish lessons on arrival.</p>
<p>But now some are questioning whether that is enough. The big problem in a suburb such as Husby, where immigrants represent about 80 percent of the population, is unemployment, particularly among the young. Swedish youth unemployment stands at 25.1 percent, about triple the level of overall joblessness. And much of that youth unemployment is concentrated among immigrants from countries such as Iraq, Afghanistan or Syria.</p>
<p>“Sweden isn’t that different to other countries when it comes to problems of integration in larger cities where we have these suburbs with a lot of unemployment,” says Per Adman, an associate professor at Uppsala university. He points out that the media often refers to “unemployed young men” without specifying that they are predominantly immigrants.</p>
